Chapter One: Introduction

1.1 Background of the Study

Public spending is a critical instrument through which governments at all levels implement developmental programs, particularly in rural areas. In Wamba Local Government Area, Nasarawa State, public expenditure has been directed toward infrastructure development, healthcare, education, and agricultural programs to improve rural livelihoods. The Nasarawa State Government has prioritized rural development through its annual budgets, emphasizing the need for sustainable investments in key sectors (Nasarawa State Government, 2024). Rural development is essential for reducing poverty, enhancing food security, and promoting social inclusion. However, concerns have been raised regarding the effectiveness of public spending in Wamba, as rural communities continue to experience poor road networks, limited access to quality education, and inadequate healthcare facilities (Abdullahi & Eze, 2023). Furthermore, misallocation of funds, project delays, and corruption have been identified as key barriers to achieving meaningful rural development. Analyzing the relationship between public spending and rural development in Wamba Local Government is, therefore, necessary to determine whether government expenditures are translating into tangible improvements in rural communities.

1.2 Statement of the Problem

Despite increased budgetary allocations for rural development in Nasarawa State, many rural communities in Wamba Local Government still lack basic infrastructure and social amenities. Public spending is expected to drive rural development, yet issues such as inefficient budget implementation, poor project monitoring, and resource mismanagement have limited the impact of government interventions (Ogunleye & Bello, 2024). Additionally, rural dwellers often report that projects initiated by the government do not align with their actual needs, raising concerns about the planning and execution of rural development initiatives. There is, therefore, a need to evaluate the effectiveness of public spending in fostering rural development in Wamba Local Government.

1.3 Objectives of the Study

The findings are valuable to policymakers, government agencies, and non-governmental organizations working to improve rural development in Nigeria. 1.7 Scope and Limitations of the Study

The study focuses exclusively on Wamba Local Government Area, Nasarawa State, analyzing public spending and its impact on rural development. It does not extend to other local governments in Nasarawa State or explore national public spending trends. Limitations may include difficulties in obtaining government expenditure data and potential biases in stakeholders’ responses.

1.8 Operational Definition of Terms
